The economic policy of the Czech Republic in the background of the political cycle

The aim of the thesis "The economic policy of the Czech Republic in the background of the political cycle" is to analyze whether the size of the state budget and revenue and expenditure is influenced by the political cycle or not. The main goal of this work is to find out whether the size of the state budget and its individual parts are affected by the political cycle and at the same time also make assessment of that whether the current political cycle is manifested in the selected macroeconomic variables or not. Next, I will analyze the evolution of the unemployment and inflation rates and then determine whether the individual variables are affected because of the ongoing political cycles or their development would have been comparable, if there would not be the functioning of the political cycle. The thesis will be taken into account the conclusions and outcomes of the theory that areas are involved in the political cycle. The aim of this work will be to confirm or refute the hypothesis political cycle in the Czech Republic and to find out whether there is a growing state budget deficits particular pre-election and election year, extensive easing of fiscal policy and whether budget deficits are a natural result of the struggle for votes between political parties or not. The Propensity to Government Budget Deficit: Analysis of the Influence of Political Cycle on Czech Fiscal policy

The basic goal of diploma thesis "The Propensity to Government Budget Deficit: Analysis of the Influence of Political Cycle on Czech Fiscal policy" is to identify fundamental factors which influence decisions about the size of government budget balance and to analyze the influence of political cycle on the volume and structure of government expenditures in the period of 1993-2009. Analysis is based on theories which are connected to the areas of public sector, state and its function, public finances, government budget, the process of generating budget, political cycle, political parties and europeanization. The problem of propensity to budget deficits is structured using dimensional analysis and problem tree. The influence of political cycle is verified by using the combination of qualitative analysis of policy documents and quantitative analysis of specific indicators. Analysis classifies external and internal factors influencing the tendency to deficit budgeting. Political cycle is one of those internal factors becouse it is affected by the decision making process of political representatives. The influence of political cycle on the volume of government expenditures and the expenditures of the Ministry of Labor and social affairs could not be demonstrated on data. Development of public expenditures in light of the progress of political cycles in Czech Republic between years 2000 and 2015

The thesis is concerned with the analysis of the development of public expenditures in Czech Republic between the years 2000 and 2015 with regard to the progress of political cycles. The analysis of overall development of each budget chapter (especially the year on year comparison) is based on real outcomes of state finances collected from final state accounts. The purpose of the thesis is to discover potential influence of political cycles on the level and structure of public expenses. The author created his own theoretical assumptions and set an original methodological approach. Final findings mostly comply with the created hypothesis.

Accuracy of municipal budgets

This thesis deals with the crossing of municipal budgets in 25 municipalities in the years 2000 - 2011. Although budgets are stable, universally binding and reflect the political priorities, there are often crossing. Tested the budget overruns in 5 areas of the budget: Roads, Education, Culture, Physical education and leisure activities and Joint activities in social security and employment policy. It will also be examined whether the budgets overruns reflected the political-economic cycle. Individual calculations serve primarily PivotTable from data obtained from the portal of the Ministry of Finance.

Capturing the political cycle in public procurement of selected cities

This bachelor thesis deals with an analysis of influence of political cycle on public procurement assignment. In the first part, there are main political cycle theories and existing studies summarized and compared. Three hypotheses are created according to political cycle theories. The first hypothesis assumes that incumbent behaviour is opportunistic and the quantity and volume of public procurement rise before elections. The second hypothesis assumes a decrease of these variables after elections. The third hypothesis examines the structure of public procurement and expects a significant rise of the quantity and volume of construction procurement before elections. There are econometric models created in the second part of this thesis. They test the influence of elections on performance of selected variables. Examined variables are the volume and the quantity of public procurement. Data for testing are collected from 41 cities and years 2004 - 2012 and they are divided quarterly. The result of this research is an expression of the influence of elections on the public procurement and confirmation of tested hypotheses.

VÝSLEDKY HOSPODAŘENÍ VEŘEJNÝCH ROZPOČTŮ VE SVĚTLE PRŮBĚHU POLITICKÝCH CYKLŮ V ČR V LETECH 1993 - 2010

The aim of the thesis is to evaluate financial and economic results of public budgets in the Czech Republic. The analysis concerns all governments between years 1993 and 2010 and shows possible connections with the political-business cycle. Origins of public budgets deficits are investigated in order to classify cyclical and structural deficit. These are established on the basis of political measures and the economic cycle analysis. First part of the thesis is based on the theory of Public finance, Public choice and Political-business cycle. Second part focuses on the analysis of economic cycles within the context of each election period and political decisions. Finally the thesis summarizes results of investigation at the said period and the influence of the economic policy of every government on results of public budgets. The economic cycle analysis demonstrate that between years 1993 and 2010 deficits of public budgets are predominantly structural.

Political business cycle and public procurements at regional authorities

This bachelor thesis examines the political business cycle at public procurements, which were submitted by 13 regional authorities in the Czech Republic from September 2004 till June 2010. Two hypotheses are tested here. According the first one, the incumbents try to increase the probability of re-election by visible investments, e.g. public procurements for buildings. The second hypothesis supposes that the incumbents are afraid of not being re-elected. Therefore they strive for maximizing their personal profit from the office. Regression analysis is used for testing. Public procurements for buildings are tested separately from public procurements for goods and services. The number of public procurements, total amount and the average number of bidders are tested for each group of public procurements. The result is a detection of different motives in different parts of political business cycle.
